U.S. House Proposes Quad Intra-Parliamentary Group including India

The U.S. House of Representatives approved a resolution expanding the role of the “Quad” which includes India and the United States

1. The “Strengthening the Quad Act” aims to require a strategy for bolstering engagement and cooperation between the U.S., Australia, India, and Japan (commonly referred to as the “Quadrilateral Dialogue” or “Quad” and referred to as such in this Act).

2. The act expresses the sense of Congress that the U.S. should strengthen joint cooperation between Quad countries to promote a free, open, and healthy Indo-Pacific region.

3. The act requires the Secretary of State to submit a strategy within 180 days for bolstering Quad engagement and cooperation. The strategy should include a summary of current and past Quad initiatives, proposals to deepen cooperation, diplomatic and bureaucratic barriers, and recommendations for Congress.

4. The act seeks to establish a Quad Intra-Parliamentary Working Group consisting of up to 24 Members of Congress to facilitate closer cooperation between Quad countries on shared interests and values.

5. The act requires the Secretary of State to seek to enter negotiations with Quad countries within 60 days with the goal of reaching an agreement to establish the working group.

6. The act does not authorize any additional funding to carry out its requirements.

Representative Gregory W. Meeks, Ranking Member of the House Foreign Affairs Committee, issued the following statement celebrating the passage of his bill — H.R. 5375, Strengthening the Quad Act — on the House floor:

“I am proud to have advanced my legislation, the Strengthening the Quad Act, through the House of Representatives with strong bipartisan support. The Quadrilateral Security Dialogue between the United States, Japan, Australia and India has been integral to promoting a free and open Indo-Pacific, advancing U.S. interests in the region, and bolstering our national security. My legislation works to ensure the Quad’s success and longevity by calling on the State Department to develop a strategy on bolstering democratic coordination in the Indo-Pacific region, and establishes a Quad Intra-Parliamentary Working Group to facilitate greater engagement and cooperation among the four legislatures.  

With the rise of authoritarianism around the world, it is vital our democracies work together to showcase the success of open societies and markets, promote democratic governance and international rules, and deliver real results.”
