U.S. Authorizes First-of-Its-Kind Nuclear Tech Transfer to India’s Private Sector

In a significant move for international energy cooperation, CORE Energy Systems, headquartered in Thane,on the outskirts of Mumbai, India, partnered with Irving, Texas,-based Flowserve Corporation to locally manufacture Primary Coolant Pumps (PCPs) for India’s nuclear power plants. This collaboration marks a first in U.S.-India energy relations, specifically regarding the transfer of highly sensitive nuclear technology.

A Regulatory Breakthrough

The partnership was cleared after the U.S. Department of Energy (DOE) granted Flowserve specific authorization under 10 CFR Part 810. This legal framework allows for the transfer of advanced PCP technology to India. On the Indian side, the Department of Atomic Energy approved the venture last year, ensuring that the technology will be used exclusively for peaceful, civil nuclear activities.

The Role of Primary Coolant Pumps

PCPs are among the most technologically demanding components of a nuclear facility. Their primary functions include:

  • Heat Removal: Continuously circulating coolant to extract heat from the reactor core.

  • Safety & Protection: Ensuring the integrity of the reactor and safeguarding equipment.

  • Reliability: Providing the stability required for uninterrupted power generation.

Supporting “Make in India” and Net-Zero Goals

This initiative aligns with India’s goal to reach 100 GW of nuclear capacity by 2047. Currently, India operates 25 nuclear reactors with eight more under construction.

By localizing the production of these high-tech systems at Flowserve’s facility in the southern city of Coimbatore, the partnership aims to:

  • Build a resilient domestic supply chain.

  • Foster self-reliance under the “Atmanirbhar Bharat” initiative.

Expanding Private Participation

The announcement follows news that the Indian government intends to amend the Atomic Energy Act and the Civil Liability for Nuclear Damage Act. These legislative shifts are designed to invite greater private sector participation in a field traditionally dominated by the state.

“This achievement… marks a significant step forward in India’s nuclear growth and the global clean energy transition,” said Ihab Botros, Flowserve Vice President.

Nagesh Basarkar, Chairman and Managing Director of CORE Energy Systems, added that the collaboration will strengthen the national supply chain as India marches toward energy independence.
