India Proposes Local Content for Medical Devices

The Government of India’s Department of Pharmaceuticals announced norms to qualify medical devices for government procurement. Per the norms that took effect on May 18, the percentage of minimum local content specified varies according to the type of the device.

Type of Medical DeviceMinimum Local Content
Medical disposables and consumables50%
Implants40%
Hospital equipment, surgical instruments, medical electronics25%
Diagnostic reagents/in-vitro diagnostics25%

These guidelines were set when India’s Department of Industrial Policy and Promotion identified the Department of Pharmaceuticals as the nodal entity for implementing the provisions of Public Procurement Order 2017 as related to the pharmaceutical industry. However, the department is collecting accurate and reliable data on production capacity, level of competition, and manufacturing details of various medical devices. The percentage of local content, manner of calculation, and purchase preference given to local companies may be revised once relevant data becomes available.
