Nuclear Island Tender Launched for Rajasthan’s Mahi Banswara Project

In India’s nuclear enerty  sector, a new development is taking shape in the hills of Rajasthan. Anushakti Vidhyut Nigam Limited (ASHVINI) — the joint venture  of two state-owned entitities  Nuclear Power Corporation of India Limited and NTPC Limited — has opened bidding for one of the country’s most ambitious atomic‑energy builds: the Nuclear Island Mega EPC Package for the Mahi Banswara Rajasthan Atomic Power Project.

At Napla in Banswara district in the state of Rajasthan, four reactor units are planned, forming a cluster that will anchor one of India’s largest nuclear infrastructure programs. ASHVINI’s  tender invites experienced engineering and construction firms to take on the full nuclear‑island scope for all four units, a responsibility that spans everything from design and supply to construction, commissioning, and long‑term maintenance. The work will unfold in two phases — Units 1 and 2 first, followed by Units 3 and 4 — reflecting the scale and complexity of the undertaking.

To bring order to a project of this magnitude, ASHVINI has broken the package into six tightly defined technical modules.

1. The Civil Works module covers the backbone of the plant: major buildings, cooling towers, and structural infrastructure.

2.The Reactor Systems module focuses on the heart of the facility, overseeing the supply and installation of reactor equipment.

3.The Nuclear and Mechanical Systems module handles primary piping and nuclear ventilation, 

4. The Electrical Systems module brings in transformers, switchyards, and power systems.

Rounding out the package are:

5.The Control and Instrumentation module and

6.the Laboratory & O&M Facilities module, which together support plant monitoring, testing, and long‑term operations.

Because nuclear engineering demands heightened security, ASHVINI has built strict access protocols into the tender. Interested bidders must first submit a mandatory Non‑Disclosure Agreement and a Power of Attorney. Only after approval will they receive the detailed engineering specifications— delivered not online,— but through secure physical memory devices.  The commercial requirements are equally structured. Bidders must include an Integrity Pact with their technical proposal, backed by an  Earnest Money Deposit. 

The tender timeline reflects the project’s scale. Published on July 15, 2026, the documents became available the next day. Clarifications run through August 26, with an offline pre‑bid meeting set for August 24 at NPCIL’s Mumbai headquarters. NDA submissions close on September 16, approvals follow by September 21, and the bid window remains open from September 15 to 30. Technical bids will be opened on October 6, while the financial bid date will be announced once technical evaluations are complete.

For India’s nuclear program, Mahi Banswara is a signal of acceleration, and along with ASHVINI’s tender now live, the race to build its nuclear island has officially begun.
