India, Canada, Launch Economic Partnership

Canadian Prime Minister Mark Carney announced that Canada and India are building a new partnership across key sectors including energy, innovation, and artificial intelligence, reflecting growing economic cooperation between the two nations.

This  major partnership is anchored  in a new Comprehensive Economic Partnership Agreement (CEPA), a $2.6 billion uranium supply deal, and a Canada‑India Talent and Innovation Strategy. Together, these initiatives aim to double bilateral trade to $70 billion by 2030, expand clean energy cooperation, and deepen education and research ties.

 Comprehensive Economic Partnership Agreement (CEPA)

  • Status: Negotiations were formally launched in March 2026, with Terms of Reference signed in New Delhi by Commerce Minister Piyush Goyal and Canada’s Minister of International Trade Maninder Sidhu.
  • Goals: Unlock full trade potential, reduce tariffs, and expand market access in goods, services, and investment.
  • Target: Bilateral trade of $70 billion by 2030.
  • Consultations: Canada held public consultations in late 2025 to shape negotiation priorities.

Key Impact: CEPA will serve as the backbone of the partnership, enabling smoother investment flows and commercial agreements worth over $5 billion already signed.

 Expanding Energy and Nuclear Cooperation

  • Uranium Deal: India and Canada signed a $2.6 billion uranium supply agreement to fuel India’s civilian nuclear program.
  •  Energy Partnership: Includes cooperation in nuclear, hydrogen, renewables, and critical minerals.
  • Clean Energy Push: The deal secures long-term fuel supplies for India’s nuclear plants, supporting its clean energy ambitions.

Key Impact: Strengthens India’s energy security while diversifying Canada’s trade beyond the U.S.

 Education, Talent, and Innovation Strategy

  • Launch: Announced in February 2026, involving 13 new academic partnerships between Canadian and Indian universities.
  • Scholarships: University of Toronto pledged $100 million, funding 200 scholarships for Indian students in AI, predictive healthcare, and advanced technology.
  • Student Mobility: Over 400,000 Indian students are currently in Canada — twice the number in the U.S. and four times that in the U.K.
  • Institutions Involved: Universities Canada and Colleges and Institutes Canada are leading the initiative, embedding education into Canada’s Indo‑Pacific Strategy.
  • Workforce Mobility: India’s HCL Technologies is set for a significant expansion in Canada, with plans to grow its workforce by 75% by 2030. This move follows a high-level diplomatic visit marked by several key developments:
  • Economic Growth: Over C$5.5 billion in commercial deals were signed across various sectors, expected to generate thousands of new jobs for Canadians.

  • Business leaders from both nations met to solidify trade ties and industrial cooperation.

Key Impact: Builds long-term innovation ties and strengthens people-to-people connections, ensuring talent pipelines for AI and advanced technology sectors.

Modi and Carney
  • Government Collaboration: Prime Minister Narendra Modi and Canadian officials agreed to strengthen bilateral ties specifically regarding security and law enforcement.

  • Overall Significance: These agreements mark a reset in Canada‑India relations. The partnership reflects shifting global dynamics and a shared ambition to diversify alliances beyond traditional partners.
