President Biden to Host Leaders of India, Japan, Australia

President Joe Biden is set to host a summit of the Quad leaders – comprising the United States, Australia, India, and Japan – in his hometown of Wilmington, Delaware. This marks the first time Biden has hosted foreign leaders in Delaware during his presidency, reflecting both his increased time spent in his home state since announcing he won’t seek reelection and the personal nature of these diplomatic relationships.

The Quad, short for Quadrilateral Security Dialogue, is a strategic forum aimed at enhancing cooperation in the Indo-Pacific region, largely seen as a counterbalance to China’s growing influence. Biden initiated the first-ever in-person Quad summit in 2021, establishing it as an annual event.

The upcoming summit will focus on strengthening strategic alignment among the four nations and advancing their shared vision for a free and open Indo-Pacific. It also aims to deliver tangible benefits to partners in the region across various key areas.

White House Press Secretary Karine Jean-Pierre emphasized that hosting the summit in Wilmington underscores Biden’s deep personal connections with the other Quad leaders – Australian Prime Minister Anthony Albanese, Indian Prime Minister Narendra Modi, and Japanese Prime Minister Fumio Kishida. It also highlights the importance the Biden administration places on the Quad alliance.

“The Quad Leaders Summit will focus on bolstering the strategic convergence among our countries, advancing our shared vision of a free and open Indo-Pacific region, and delivering concrete benefits for partners in the Indo-Pacific in key areas. These include health security, natural disaster response, maritime security, high-quality infrastructure, critical and emerging technology, climate and clean energy, and cybersecurity”, Jean-Pierre pointed out.

This summit is seen as part of Biden’s efforts to solidify his foreign policy legacy before leaving office in January 2025. By continuing to prioritize the Quad and Indo-Pacific relations, Biden is reinforcing the U.S. commitment to this strategic partnership and regional focus, which has been a cornerstone of his administration’s foreign policy approach.

The summit was initially scheduled to be in India this year but a switch was made to allow Biden to host.The next Quad gathering in 2025 will be hosted by India.
