President Obama spoke to both houses of India’s Parliament on Monday, November 9. He charmed the country and offered progress on almost every item that India could have reasonably expected during the current trip. The big surprise was confirmation of support for India to join an expanded United Nations Security Council with a permanent seat. Russia, France and the United Kingdom already support this; now China is the only current permanent member to not be on record on India’s side.
