Cisco Systems uses India as a hub for R&D, its R&D center, GDC, was established in Bangalore 1999. The R&D in India focuses on certain core technologies, some of their products were even developed entirely in India. With strategic partnerships with companies like IBM India and strong organizational support Cisco has been able to be successful in India.
