The Defense Procurement Procedure was laid down by the Indian Ministry of Defense in 1992.  Since 2000, a new liberalization policy came into effect and foreign direct investment of up to 26% was allowed.  The 2008 update to the DPP saw an increase in this foreign direct investment to 49%.
